After the December 2016 White House meeting, President Obama requested a new intelligence assessment that would include “an explanation of why Moscow directed these activities” during the 2016 election.
President Obama’s request opened the door to the January 2017 intelligence assessment that claimed “Putin and the Russian Government developed a clear preference for President-elect Trump.”
It was based, in part, on “further information” later identified as the unverified Steele Dossier, opposition research funded, in part, by the Clinton campaign according to newly declassified records @DNIGabbard
